You're generally exempt from UCR if you operate exclusively within one state and never cross state lines (intrastate-only), if you only move your own property within a single state and not for hire, or if you're a government entity. Who is exempt
Three groups are generally outside UCR: carriers that operate exclusively intrastate and never cross a state line; businesses that move only their own goods within one state, not for compensation; and federal, state, local and tribal government agencies (and those leasing vehicles to them for public purposes).
Who is NOT exempt (even if you think so)
If you make even one interstate or international trip during the year, you owe UCR — fleet size doesn't exempt you, it only sets your bracket. Ag-exempt and for-hire status don't remove the requirement either. When in doubt, register or check.
